Public / Private Partnerships

PPP-s come up when something important for society is missing, but responsible public institutions lack funds. Alternatively we have seen experienced private capital seeking long-run, average or low-yield opportunities, which have not yet been realized in the Baltic states. This is when the clients have found us, and we have assisted them into making their objective match with the reality.  Certainly, social connections, understanding of cost of capital and skill to legally secure anticipated cash-flows helps. And certainly, any PPP we have initiated and completed for our clients, has required patience, as measured in one, two or three years.

Our portfolio includes PPP-s in water and wastewater sector, organization of public parking, schools and kindergartens, and several not yet completed projects in the Baltic states and abroad in countries, which pursue EU accession.

The main branches and sub-branches for implementation of PPP are:

  • Transport and communications - (road, air traffic, port infrastructure, public transport)
  • Education - (preschool, general and professional educational establishments, sport halls and higher education establishments)
  • Utilities and public services (waste management, cogeneration and heat supply, waste waters and sewerage)
  • Construction - (social and rental houses).

LEXTAL will advise you on legal issues pertaining to:

  • Selection of the most appropriate PPP model
  • Launching of the PPP procedure
  • Concession
  • Submission of applications to contracting authorities
  • Organization and course of the tender
  • Drafting and conclusion of the PPP agreement
  • Establishment of the partnership between the public and the private partner.
