Public Procurement

In some Baltic markets the biggest source of demand is governed by public procurement law. That demand is financed by public or even EU money, which is a significant income for many companies, acting in public infrastructure construction, IT, defence, and  outsourcing of other services.  

LEXTAL has probably the biggest portfolio and experience in the Baltic states as regards public procurement.

We have advised both the purchasing clients such as municipalities, state institutions and state-controlled companies, as well as private companies in their bidding efforts, defence of the tender victory, or challenging the terms or decisions adopted in the tender. Advice has in approximately half of the cases amounted to drafting all documents and taking all actions on behalf of the client.  

In our completed experience portfolio, there are more than ten tenders with value exceeding 40 million EUR an two with value exceeding 100 million EUR, and more than hundred others.
